James F. Hricay

James F. Hricay is an accomplished public sector executive with over 25 years of experience in school district and municipal finance. Since 2017, he has served as Assistant Superintendent for Business at Pelham Union Free School District, managing a $93M budget and overseeing operations across finance, facilities, transportation, safety, and human resources. Mr. Hricay has successfully led capital projects, collective bargaining, bond issuances, and long-range financial planning.

Prior to Pelham, he was Managing Director of Operations for Greenwich Public Schools and held senior leadership roles in the cities of Stamford and White Plains, overseeing multimillion-dollar budgets, capital improvement programs, and cost-saving initiatives. In addition to the above, Mr. Hricay was a trustee on the White Plains City School Board for 15 years. His expertise spans budgeting, strategic planning, risk management, and operational efficiency.

Mr. Hricay holds an MPA from NYU Wagner, an MBA in Financial Management from Iona College, and a certificate in School District Business Leadership. He is certified as a School Business Administrator in both New York and Connecticut.
