At The Children’s Village, our housing initiatives serve as powerful proofs of concept that redefine affordable housing. Rather than concentrating developments in historically segregated or underserved areas, we prioritize location—placing families in desirable, diverse neighborhoods with access to the same opportunities we’d want for ourselves.
Our model focuses on building integrated, beautiful, and affordable homes that are connected to public transportation, schools, parks, and essential amenities. These homes are designed with high-quality construction and guided by the belief that affordable housing should reflect dignity, aspiration, and opportunity.

A Home for Harlem Dowling

Completed in June 2016, is a striking 10-story residence offering 60 affordable housing units in desirable neighborhoods across 76,400 square feet and includes 12 studios for young adults who have aged out of foster care or another youth serving system. The building also embodies a promise made by NYC to rebuild the home of the Colored Orphan Asylum (now known as Harlem Dowling), originally located in what is now mid-town Manhattan and burned during the 1863 riots. In addition to the apartments, A Home for Harlem Dowling houses offices as well as some of CV’s NYC based programs.
The Eliza
A Beautiful New Multi-Use Facility with views of the Hudson River and 174 Affordable Homes
On June 2024, CV, CLOTH and Ranger Properties alongside NYC elected officials and the NY Public Library (NYPL) announced the opening of the Inwood Branch of the NYPL – a component of The Eliza, in Manhattan. In addition to the Library, The Eliza offers 174 deeply affordable homes, a Pre-Kindergarten school, and the ACTS, (Activities, Culture, and Training) Center, featuring a state-of-the-art STEM Robotics learning studio, a teaching kitchen, a performance space, a sensory room, and classrooms all designed to meet the evolving needs of youth and families.

Peekskill 41 N. Division St.

A historic property acquired by CV is set to be transformed into a mixed-use, mixed-income development. The plans include 22 affordable apartments that encompass studios and one-bedroom units and 10,000 square feet of commercial space and a rooftop garden. Ten of the apartments will be reserved for young adults aging out of foster care or who are justice impacted. The services for those young people will be provided by our strategic partners Bravehearts. CV’s vision for the property is to expand our proof of concept from builds like Harlem and The Eliza so show what can be done on a smaller scale in neighborhoods outside of NYC. Located within the Peekskill Downtown Local Historic District, the site is near essential amenities, such as grocery stores, schools, cafes, and restaurants. Additionally, within 0.1 mile of the site, residents will find convenient access to six different bus routes, the Peekskill Metro North station, and other public transit stops.
Timpson Place
In partnership with Urban Pathways, this building in the Bronx will span approximately eight stories with 82,000 square feet, offering 123 studio and one-bedroom apartments, including units for individuals who will receive supportive services. The location offers convenient access to public transportation at the nearby 6 train and several city bus routes. Residents will also enjoy St. Mary’s Park, a spacious park with a recreation center, just three blocks away. The project is in the finance development stage and hopes to break ground in 2026.

D’Assern
The 114 townhome-style residences in Dobbs Ferry provide affordable housing for our employees and their families. Known as D’Assern, this community is fully integrated into the fabric of Dobbs Ferry, offering residents access to top-rated schools, a safe environment, local amenities, and a convenient shuttle to the Metro-North train station.
